OCMI
Officer in Charge of Marine Inspections at a U.S. Coast Guard Marine Inspection office. Such offices are located in a number of U.S. ports.

official number
the registration number assigned by the U.S. Maritime Administration to a U.S. documented vessel which is permanently marked on the main beam of that vessel.

offshore facility
as defined by section 311(a)(11) of the CWA means any facility of any kind located in, on, or under any of the navigable waters of the United States, and any facility of any kind which is subject to the jurisdiction of the United States and is located in, on, or under any other waters, other than a vessel or a public vessel.

offshore waters
a common term for those waters which are beyond inland water limits and have the technical classification of oceans.

oil
is defined by section 311(a)(1) of the CWA means oil of any kind or in any form, including, but not limited to, petroleum, fuel oil, sludge, oil refuse, and oil mixed with wastes other than dredged spoil. Oil, as defined by section 1001 of the OPA means oil of any kind or in any form, including, but not limited to, petroleum, fuel oil, sludge, oil refuse, and oil mixed with wastes other than dredged spoil, but does not include petroleum, including crude oil or any fraction thereof, which is specifically listed or designated as a hazardous substance under subparagraphs (A) through (F) of section 101(14) of the Comprehensive environmental Response, Compensation, and Liability Act (42 U.S.C. 9601) and which is subject to the provisions of that Act.

oil content monitor
device for sampling oil content of a moving water stream. See the Brute.

oil skimmer
a device for removing free floating oil. See oil skimmers.

Oil Spill Liability Trust Fund
means the fund established under 9509 of the Internal Revenue Code of 1986 (26 U.S.C. 9509).

oil water separator
a flow-thru device for removing oil from water, see Brute oil water separator. See the Brute.

oilsmart switch
device for detecting difference between oil and water and energizing whatever’s plugged into it. See the OilSmart switch.

olsen ductility test
a cupping test in which a piece of sheet metal, restrained except for the center, is deformed by a standard steel ball until fracture occurs. the height of the cup in thousandths of an inch at time of failure is a measure of the ductility.

on-scene coordinator (OSC)
means the federal official predesignated by the EPA or the USCG to coordinate and direct response under subpart D.

on-site
means the real extent of contamination and all suitable areas in close proximity to the contamination necessary for implementation of a response action.

onshore facility
as defined by section 311(a)(10) of the CWA, means any facility (including, but not limited to, motor vehicles and rolling stock) of any kind located in, on, or under any land within the United States other than submerged land.

open hearth process
one of the main methods used in the production of steel from hot metal (iron) produced in the blast furnace. the furnace can be charged with hot metal, and cold steel scrap for further refining into a carbon or alloy steel. generally open hearth furnaces range from 75 to 450 tons of melting capacity in one heat.

oxidation
the addition of oxygen to a compound. exposure to atmosphere sometimes results in oxidation of the exposed surface, hence a staining or discoloration. this effect is increased with temperature increase to the point where heavy scale is formed and the steel product has a decarburized surface.
